Defend Not Defund Art: Een artistiek en cultureel initiatief – Stand with Serbia
Wij, de kunstenaars, performers, curatoren en culturele werkers achter het initiatief Defend Not Defund Art, ontstaan in België en intussen gehoord in heel Europa, weigeren te zwijgen. Met deze open brief vragen wij aandacht voor het belang van artistieke vrijheid, onafhankelijke instellingen en een kritische culturele stem. Tegelijk veroordelen wij de recente vormen van censuur en politieke inmenging in Servische culturele instellingen.
Wat zich vandaag in Servië afspeelt, is geen alleenstaand geval: het past in een bredere Europese trend waarin administratieve druk en politieke beïnvloeding worden ingezet om kritische artistieke stemmen te onderdrukken. Overal in Europa staan culturele instellingen onder druk door besparingen, stopzetting van subsidies en ideologische controle. De ondertekenaars, onder wie Hans Op de Beeck, Sanja Mitrović, Bojana Cvejić, Milo Rau, Michael De Cock, Amir Reza Koohestani en vele anderen, zien de situatie in Servië dan ook als een waarschuwingssignaal voor heel het continent. Daarom roepen we Europese journalisten, beleidsmakers en culturele organisaties op om alert te blijven en samen te werken aan de verdediging van artistieke vrijheid.
De politieke inmenging in Servië neemt alarmerende proporties aan. Zo werd The Pelicot Trial van Milo Rau geannuleerd op het Belgrade International Theatre Festival (BITEF) 2025, waarna het volledige artistieke team en meerdere bestuursleden ontslag namen. Ook gevestigde instellingen, zoals het Nationaal Theater van Belgrado, moesten de deuren sluiten op twijfelachtige gronden, variërend van vermeende problemen met brandveiligheid tot “arbeidsdiscipline”. In de praktijk wordt hiermee politieke expressie beknot. Het is een zorgwekkende ontwikkeling waarbij censuur wordt verpakt als administratieve maatregel, met grote gevolgen voor artistieke en culturele vrijheid.
Wij verklaren onze volledige solidariteit met de Servische culturele gemeenschap.
Wij doen een beroep op:
- De Servische autoriteiten om onmiddellijk de institutionele autonomie te herstellen, onrechtmatige sluitingen of ontslagen terug te draaien en veilige omstandigheden te garanderen voor onafhankelijke artistieke activiteiten.
- Culturele instellingen, financieringsorganen en internationale partners om getroffen kunstenaars, curatoren en cultuurwerkers te steunen.
- De bredere Europese culturele gemeenschap van kunstenaars, instellingen, fondsen, media en het maatschappelijk middenveld om hun stem te verheffen ter verdediging van artistieke vrijheid en om toekomstige ontwikkelingen nauwlettend te volgen.
Culturele instellingen moeten plaatsen blijven waar kritisch denken, open dialoog en vrije artistieke creatie mogelijk zijn, zonder angst.

Defend Not Defund Art: An Artistic and Cultural Initiative – Stand with Serbia
We, the artists, performers, curators, and cultural workers behind the Defend Not Defund Art initiative, rooted in Belgium and resonating across Europe, refuse silence. Through this open letter, we call for the safeguarding of artistic freedom, institutional autonomy, and critical cultural expression, and condemn recent acts of censorship and political interference in Serbia’s cultural institutions.
The situation in Serbia reflects a broader European concern: the rising use of administrative or political pressure to silence critical artistic voices. Across Europe, cultural institutions face mounting threats, from budget cuts and defunding to ideological scrutiny. The signatories of this letter, among them Hans Op de Beek, Sanja Mitrović, Bojana Cvejić, Milo Rau, Michael De Cock, Amir Reza Koohestani and others, view the Serbian case as part of a wider continental struggle for democracy, cultural freedom, and institutional independence. The Defend Not Defund Art initiative therefore calls on European journalists, policymakers, and cultural bodies to recognize Serbia’s situation as a warning sign and to act collectively to defend artistic freedom across the continent.
Serbia has recently seen increasing political interference in its cultural institutions. Milo Rau’s performance The Pelicot Trial was cancelled at the 2025 Belgrade International Theatre Festival (BITEF), prompting the entire artistic team and several board members to resign. Long-standing institutions such as the National Theatre in Belgrade have also been shut down under dubious pretexts, including alleged fire-safety and “labor discipline” issues. These measures effectively restrict political expression. Together, they reveal a troubling trend of censorship disguised as administrative regulation, undermining cultural and artistic freedom in Serbia.
We, the undersigned, stand in full solidarity with Serbia’s cultural community. We call on:

The Serbian authorities to immediately restore institutional autonomy, reverse unjust closures or dismissals, and guarantee safe conditions for independent artistic activity.

Cultural institutions, funding bodies, and international partners to support affected artists, curators, and cultural workers.

The broader European cultural community of artists, institutions, funders, media, civil society to raise their voices in defense of artistic freedom and to monitor future developments.
Cultural institutions must remain spaces of critical thought, open dialogue, and free artistic creation without fear.
